So, who's our victim, or at least the first one? Let's start with our two main girls.

Buffy, as the slayer she's going up against all sorts of demon nastiness, on more than one occasion she's been whammied in some way, maybe she gets hit by a curse giving her more breasts.

Or Willow, or resident witch. Willow's recklessness with Magic especially in seasons 5 and 6; if, say, she decided she needed a size boost, it is perfectly in character for her to try and use magic for that, and highly likely it would backfire.
