Mr. Bonebreaker himself, honestly if this series was canon given his life he'd live his life nearly always less than a foot tall with how badly the quirkless are treated in My Hero, and that's not even including the pressure from OFA and the most recent manga stuff, kid's fighting a war basically by himself... fuck.
So, how do we make Izuku a little green bunny/mouse?
1) Because the universe hates him, not only is Izuku diagnosed as quirkless, but also with a condition known as 'Varying Violet' where emotions such as stress, anxiety, embarrassment and anger will cause him to slowly shrink. Fun times for a child who was literally just got his dreams crushed 5 seconds ago
2) Izuku has a quirk, it's just the quirk is Varying Violet (It does work as a quirk, Redestro's quirk turns stress into strength, and several head-cannons link Bakugo's rage issues with his explosion quirk) shrinking him inch by inch whenever he gets embarrassed or anxious
3) In UA Mei is testing out a new support item with Izuku as a guinea pig, a serum to enhance durability (which explains why she had Izuku test it) by compressing the cells. Unfortunately she's more mechanically minded than biologically, and instead of the trigger she designed into it, the formula latches onto the receptors that are triggered when stressed, embarrassed or angry, not that Izuku or Mei knew at the time. Whoops!
4) Finally the moment has arrived, Izuku has unlocked the last quirk hidden in OFA, the 2nd user's quirk. Shame for Midoriya it was a shrinking quirk which the 2nd user used his anger to control like the hulk and enabled him to stealth his way around during the war. There were other triggers, anger was just the one he used, Izuku on the other hand, well he's open to all of them.
