Josh felt a small amount of relief when Will actually looked down. "Yes! Will, I'm down here!"Josh screamed as he kept jumping, trying to make sure he noticed him. But his relief started to disappear as he noticed that Will just had a blank expression. It didn't convey any sense of surprise or realization. It became clear that Will either didn't see him, or saw him, but didn't think he was anything important or unusual.
When Will himself looked down for a second, he happened to see a tiny speck on the floor. He almost missed it and wouldn't have noticed it at all if it wasn't running around. He just assumed it was a very tiny insect that got inside. There was no reason for him to think that it was his neighbor, who shrunk to that size and somehow ended up inside of his house. As far as he knew, that wasn't possible. What he was looking at wasn't something he felt like he should care too much about.
