Personally, on the occasions when I do find myself staring at someone, for whatever reason, I'll at least have the common courtesy to say hello and ask them how they're doing - but that's just the manners my mother taught me when I was wee - I feel that those who lack the most basic level of social skills and humanity are more to be pitied for what they don't perceive, than reviled: that every human being on the planet is an individual and all people are of equal worth. A tad simplistic, here, but most deep truths are pretty simple concepts to grasp.
A difficult subject to be writing about, though having experience of self-harm myself, I do feel that writing about harrowing exxperiences can be cathartic, even therapeutic - it makes one feel less alone in the world, which none of us really are. Very brave.
