One of a number of staircases built into, not over, a concrete retaining wall.
This is a single flight staircase built into a concrete retaining wall along Cincinnati, Ohio's Columbia Parkway.
An entire section of that wall contains similar staircases to these. Some are single flight, some are two-flight staircases as shown in another photo here. They were once the only access to homes built above them on Cincinnati's historic Mt. Adams. As you can see from this photo, they now lead nowhere but into history. Other roads came along as Mt. Adams grew in population, making these stairs obsolete. Columbia Parkway is now a limited access road providing critical access to and from the downtown area from the east side of Cincinnati and Hamilton County.
