A series of murders strike every 13 years On Friday the 13th

When I was thinking of writing this book I was thinking how would the public react to a series of murders in 1993, in 2006 and in 2093, The past present and future. Also I was think how would someone react to their enemy being a serial killer how would they re act to there best friend being one and how would they act if they were one.
