Hello there Abby,
I think you got a good question here but I think one of the options is not phrased quite right (the one choose full disclosure). The mind trick would fail, considering Jar-Jar cannot stay out of trouble. It isn't that the mind trick would fail because it is Jar-Jar; it's because the mind trick is too broad of a command. For example: would this stop the gungan from boarding a starship that is going to an occupied world? And the command doesn't account for the trouble finding him via situations and circumstances beyond his control. In order for the mind trick to work, it has to be specific and doable solely by the person it is affecting.
This question also assumes that Jar-Jar is weak-minded which hasn't been confirmed. You can be stupid and strong-minded as unfortunate as that situation is. This might also be an option that is missing as well.
All and all I enjoyed the little thought experiment.
