Option1- Tsunade wants to teach naruto to respect woman by living as a woman for awhile

Option2- Shizune needs help keeping an eye on tsunades sake & gambling problem

Option3- Both tsunade & shizune want more kunoichi so they turn naruto into a woman and properly teach her more than the academy, kakashi, & jiraiya have taught naruto collectively
