Option1- When rias reincarnates issei some of her hair falls on him without her noticing before she begins causing a slight change in issei once the light of reincarnating issei into a devil Once the light dies down rias sees a different person inplace of issei but a scan shows that this is issei hyoudou:

Option2- Issei awakens the boosted gear in the ocr club room after being reincarnated causes him to change into:

(Change the outfit to the male kuoh uniform and add nine kitsune tails so she has a total of ten)

Option3- Issei gets summoned by a client who turns out to be a magic user as she changes issei into woman After issei changes into woman the client explains that she was trying to summon a female devil so she can have the devil try on various outfits for her as looking at yourself in the mirror can only do so much Issei wanting to be changed back but knows that he(she) needs as many contracts as possible inorder to become a high-class devil to achieve his(her) dream of being the harem king so he(she) agrees
