Who turns naruto into woman?

Option1- Kyuubi turned naruto into a woman so he can have way to escape the seal and be free once more The fox did this when jiraiya foolishly loosened narutos seal a bit

Option2- Jiraiya, during one of their spars naruto used his sexy jutsu to distract jiraiya but it didn't work as jiraiya was already close to naruto so jiraiya's attack hit naruto as he used his sexy jutsu the result of which caused naruto to be stuck in his sexy jutsu which jiraiya isn't able to undo at the moment so until he can figure how to undo it Naruto is stuck as a woman for the time being
