Option1- (This one takes place after the mizuki incident) Anko takes naruto as a apprentice but she has naruto become a woman as her techniques work better for a lady than a man(Not to say a man can't learn these techniques it's just that a man's body can't properly utilize the full potential of these techniques where as a woman can(And before you say orochimaru taught anko what she knows remember this is orochimaru who takes over other peoples bodies every so often regardless if the person was a man or woman))
Option2- (This one takes place after team 7 returns from wave but some time before the chunnin exams also they become genin at 15-16 instead of 12-13) Anko takes naruto in her home after hearing he got kicked out of his apartment so she offers him her guest bedroom if he becomes her maid
Option3- (This one takes place after tsunade becomes hokage) Anko is assigned a mission with naruto hinata & ino to escort a princess back home but the princess requested that the escorts be women not men but since naruto is only available genin as others are already on missions, just returning from a mission or recovering from injuries in the hospital so anko transforms naruto into natsumi and teaches her how to be a woman
