Does this new law that was passed involve being allowed to adopt someone regardless of how old they are, and re-raising them as if they’re babies and through time they “grow up” from there?

Maybe the new law involves a new kind of license that allows anyone who applies for it to legally be classified as a baby. Along with everything that goes with it, being able to wear babyish clothes or have their diapers fully visible without it violating any indecent exposure laws, being able to throw temper tantrums when max without being judged, actually using the diapers, participating in activities that are normally only socially acceptable for actual babies and children, etc?
