After the numbers of people infected with the ARV-TG virus had reached into the thousands a profound challenge presented itself to the government.
With thousands of able adults having been regressed into children once again the question on the table was how to rehabilitate them into society after their infectious period had subsided.
Initially the focus was on creating a cure which could reverse the virus effects but as time passed by the brightest minds within the field came to the consensus that a cure was multiple decades away if it was even possible to make one.
Forced to come to terms that for all purposes the transformed would be permanently locked into their lives the next question was whether to consider them as children or adults. After a series of groundbreaking studies by neurologists and psychologists on the infected they came to the conclusion that whilst they still had a lot of memories from their adult lives their brains had cognativly regressed into their new age group.
With all the facts on the table the goverment decided that the only option was for the regressed people to be given new identities and raised as children once again.
For the purpose of overseing this massive relocation effort the government created the Federal Centre for Regressed Patients(FCRP).
The prioritet of FCRP was to make sure that regressed people were put in the care of their family or friends but for the people for which that was not possible they had the adoption centres.
At the adoption centre transformed victims would be given new identities and be adopted by parents who had been cleared for adoption of transformed by the government.
