Here are some alternative scenarios we can explore:

The Queen's Hospitality
The fictional fantasy kingdom of Kassaria is ruled by the young queen Venireya III, or Veni for short, though none call her that aside from her closest friends and family. Kassaria is a proud little state, aesthetically similar to ancient Greece. People of Kassaria are progressive, open-minded and welcoming. Unfortunately, they lag behind their neighbors in technological progress and haven't developed a strong tradition in the arcane training. By Veni's time, the kingdom, although prosperous, is militarily weak.
Kassaria borders a land known as Arduur, which for centuries had been mostly a no man's land inhabited by tribal societies - but, in the last ten years, a group of powerful mage-kings managed to rise and unite the lands of Arduur into an empire. They call themselves the Ha-Arduur Empire now. They chose an Emperor from their ranks; his power is established by a massive council composed purely of those who can wield magic. The Emperor himself is perhaps the most powerful sorcerer in this corner of the world.
Ha-Arduur Empire is a strange society. Only the mages of the Council and a close circle of nobles and chieftains lead lavish lives. The Emperor's magic permeates the society. Most men of Ha-Arduur are warriors and builders; they have almost no free will and have no wishes but to conquer in the name of their sovereign. The women have it worse: they all belong to the Emperor and his cronies, and most of them find themselves forced into eternal, degrading servitude in the big cities. Most of them have their size altered, because the Emperor's circle enjoys lording over those girls. Some say that the powerful magic of those close to the Emperor comes from the conditions they impose on the women of Arduur. Worship fuels them. They almost drain those girls of size and power, then treat them like dirt.
Queen Veni is respectful of other cultures; she does not wish for a conflict. From the outside, the Arduurian way seems peculiar to her, but she chalks it up to local customs. Or, perhaps, she's a little intrigued; she wonders what's it like to be an Arduurian woman.
One day, an ambassador from the Empire arrives at her court. Queen Veni wishes to ensure peace. Her curiosity drives her to ask him questions... many questions. Sometimes, the ambassador makes strange requests. The more time she spends around him, the more she feels drawn to him and his ways. How far will the Queen's hospitality stretch, and what will come of her?

The Orcish Supremacy
In this high fantasy world, the Orcish Khanate is a dominant political and military force on the continent of Qolkihar. The Ssilian Shard, home to the reptilian Ssils, is the only remaining rival to the Orcs, and while the lizards aren't giving much ground, they are very far from getting on the offensive again. All the other races -- humans, elves, dwarves -- have been either subjugated by the Orcs or have accepted the rule of the Ssils; neither imperial power treats their subjects very well.
The Orcs, as a collective, can be described as jingoistic, ruthless and patriarchal. They harbor a special distaste for Elves of all kinds, because they used to be slaves to the Elves. The ruling Council of the Orcish Clans, united under the iron hand of the Great Khan Gorthak, has released decrees describing how the different subject races are to be treated. While most humans and dwarves have been enslaved, the elves suffered a far worse fate: their entire race was cursed to give the Orcs control over the size of any given Elf. Elves can fight it, but it's very difficult, and brings them unimaginable pain.
Thus, the Elves have been reduced to a race of playthings and insects. They have little hope for their situation to ever get better. A few Elf warbands are still fighting on the fringes of the empire; most of them get themselves killed, others are captured and introduced to their new life, which is often quite short, because many orcs see it as their duty to stomp any elf into bloody paste. Some orcs, however, prefer to draw out the pleasure; they quite enjoy seeing the elegant little knifeears worship at their feet.
This is a story about some of those orcs and the elvish women who happen to find themselves in unfortunate situations.
