A bunch of adolescent aliens discover Earth on their galactic trip across the milky way. Protocol would dictate they report the civilization, especially since they have made it to space. Unfortunately these aliens don't care for protocol and want to have a bit of fun with the local inhabitants.

They find a small town on an over populated island and pick up some of the workers from there to begin their fun...
