So how or why is Bowser forced to become Bowsette? Here are some options.

A Lost Bet: Bowser, having lost a friendly bet with someone, puts the Super Crown on as a punishment.

Blackmail: Bowser is being blackmailed into being Bowsette somehow.

Betrayal: Someone Bowser was close to (or thought he was) turns on him, forcing the Super Crown on him in an attempted coup.

Magical Punishment: A powerful magic user forces the Super Crown on Bowser in an attempt to teach him a lesson.
