How is he using it, and for what purpose?

Public persona. She's not seen as Bowser and thus not feared by the people of the mushroom kingdom. Allowing her to walk amongst the people with freedom like she's never known.

Personal use. She's uhh... experimenting in private.

Mother/Father of the year. Bowser want his children, Junior and the Koopalings, to have a mother figure in their lives.

A diplomatic approach. Bowser tries to get information about the Mushroom Kingdom right from the horses mouth, by becoming the "sister" of the Koopa King and diplomat of the Koopa Kingdom.
