Okay, perhaps Chloe is given a prescription for something but either a computer error or pharmacy mix up leaves her with bovine boosters, the bottle is fairly nondescript, how long will it take for Chloe to realize the mistake.

Or perhaps... up until now it has been assumed that Bovine boosters are something that can be applied at home, maybe instead it is a medical procedure. Perhaps Chloe came in for a different procedure (to replace a birth control implant, maybe) but a mixed up chart leaves her turning into a cow creature. (And if it is the birth control implant she meant to get, perhaps she is more fertile than she was expecting...)
