Stillwater, also known as "Backwater, Swillwater, Stalewater" and a variety of other nicknames too vulgar for an official report. The city houses 20 members of a variety of Federation races, and about 2 million humans, and is located on Planetoid 2-1341Z of the outer Rim.
Known as "The farthest point from anywhere important", 2-1341Z was gifted to some of the earliest human colony ships and has operated since Earth's collapse. As a planet it completely relies on resources brought in by the federation and security provided by the Stillwater Police Department, a Federation funded project. Unfortunately the law rarely makes its way out to Stillwater and many of the officers are more interested in "using" humans than protecting them, though there are some good eggs among them.
Around the main human city a small settlement of the 20 permanent security and maintenance crew functions as a wall...and requires regular maintenance with human volunteers and trained engineers.
There are 3 paths to go from here. Either being around SPD Officers, or the maintenance Crew, or even just a normal human on the planet. Also, just a note, a lot of the Aliens on stillwater are based on ones appearing in Ben 10
