Option 1: The Earth is conquered, not by evil aliens but by a race of aliens that have a culture completely base around sex. This race slowly change the Earth culture to match it own, so now public sex is ok, strip games and sport are all thr rage and harems are normal. This race also made it so humans didn't age pass their physical prime and one last thing. This race has a gender balance of one male to ten females, which earth's population now matches.
Option 2: A global cataclysm had happened, destroying much of Earth. Now the few humen that remained, now live in elaborate underground bunkers. These bunkers are design to keep the human inside them happy and healthy, so then humen have very little to do but have sex.
