Penny was allowed to be at Vale and Beacon for an extended period of time and normally that would make her ecstatic. However the reason she was sent to Vale is because her firewalls weren't advanced enough and she was temporarily hacked. So it was more so that she was hiding and she's been scared the whole time she's been there.
Penny also didn't seem to be able to spend as much time with Ruby as she wanted. Ruby is her only real friend but between class, homework, training and her spending all her time with Weiss, she and Penny didn't get to spend time together as much as she wanted.
Ugh, Weiss... Penny didn't know why Ruby liked her so much. Winter said she was nice, but that must just be because they're sisters because in all her observations and interactions with Weiss Penny has come to the conclusion that Weiss is a meanie. Penny would never say that out loud, it's rude to call people names after all, but she doesn't deserve to be Ruby's 'BFF'.
It's in this mindset of scared, lonely and jealous that Penny found the book.
She was sitting in her room, her wifi turned off so she won't be hacked again, lights off so no one would look for her there and just generally sad when the book seemed to fall out of nowhere.
"What's this?" Penny wondered aloud "I am unfamiliar with this text."
Penny picked up the book, and using her robot sight read all the rules in near complete darkness.
"This is incredible!" Penny exclaimed, having never been taught that books could lie to her "I wonder what I should write? What do I wish to be true that isn't? Well I wish I could be a real girl. I wouldn't have to be scared of another hacker than. Or I could help Friend Ruby learn that Enemy Weiss is a mean person. I could even enroll myself at beacon and have a normal life! What to do?"
