He could always start with the simplest, most obvious option, and go to Ponyville. Control the Elements of Harmony and a lot of problems would be made simpler.
Then again, he could also try Canterlot. Certainly he'd love to bring some justice down on those snobs. And getting Sunbutt and Moonbutt to give it up for him would be great too. He would greatly enjoy exploiting Celestia's love for cake to turn her into a fatty...
Then there was the villains to consider... He'd seen some good genderswap stuff of Sombra and Tirek. They'd make good sluts for his harem. And Chrysalis of course. He'd come to a world where comic villains were available, so there was them too. And honestly, Cozy Glow could do with an actual parent...
There was also the portal. He wasn't against fucking ponies, but the so-called 'Equestria Girls' were pretty hot too...
