I Fought the Law

Not every Pokemon in this world is friendly! Some are completely feral, living without any sense of morals at all... and some are just selfish, and only think for themselves! Eventually, these folks can wrong enough Pokemon that a sizeable bounty is placed on their head, officially designating them as outlaws. They're wanted dead or alive, so to keep themselves safe, bandits tend to travel in groups, setting up camps, ambushing caravans, and raiding houses. You can be almost any Pokemon you want here, and you'll likely be a lot more powerful than any average citizen.
