Quagsire Friend?

A Rattata would not be a good option, and you don't really know about the Brionne. Maybe you should move on closer to the bay of the river.

As you walked around the bay, you see a blue head bob out of the water. You turn to see what looks to be the back of a Quagsire's head, who is just gently swimming along the river. Maybe you can get their attention?
