For some villains how about....
Medusa: Wearing a dark green leotard, thigh high dark green boots, dark green socks, black shade glasses, and a dark gray cloak. Has snakes for hair and red eyes, enhanced strength, speed and agility. She can also turn her body parts into scales, can transform her nails into sharper nails, and can turn people into stone by having them looking into her eyes. An interesting thing that Medusa has learned is that if she stares at someone’s body part with her eyes, depending how long she stares, can incase the body part in stone. For example a few seconds of looking at a body part can make a handful of stone start to form, 30 seconds can make about a foot of stone and a minute can cover a limb. People with super strength and durability can fight and try to break free from the stone. After being turned to stone, it takes 5 minutes for the stone to disappear. The snakes are alive creatures and she can control them.
Once a proud historian who was working on a statue of Medusa but something happened to her and the statue. After that, snakes started to grow out off her hair and she became the villain Medusa. Only Medusa knows what happened and refuses to tell anyone after an incident involving the statue.
Your rival, Whirlwind: A beautiful woman clad in a green bodysuit, green leggings stirrups, a mask that covers her face, leaving her mouth, eyes, nose and hair free. Random pieces of body armor that covers her forearms and shins, and no foot wear besides the stirrups, exposing her bare feet. Some speculated it might have to do with her going fast. She has a wind/speed type power that allows her to go very fast, but not as fast as you. She has the ability to manipulate the air and wind a few feet around her as well. Able to glide and fly a bit, can make a gust of wind, and other stuff.
She and you have had a big rivalry with each other for a while now about which one is faster. After multiple races and fights, you have always won, making you the faster powered being. But she refuses to accept that as she declares she is your arch nemesis. You know for a fact she is extremely ticklish(like you), due to her being one of the villains who got captured and tickled for a video.
