Here's some ideas, but it can be another plot with other characters affected than Barry/Oliver, just leave the plots open as an option. Elseworlds seems like a great idea for the story with so many possibilities:
Caitlin Snow/Killer Frost: Now they're able to communicate this just makes her want to actually meet her other half. With the Book of Destiny basically falling into her lap she decides to separate the 2 of them, but as a side effect one of them ends up shrinking to 4 inches tall. Which one shrinks is up to whoever picks the option up
Nora West-Allen/XS: Coming back from the future Nora finds the Book improperly stored as you'd expect for a place with as poor security as Star Labs. Seeing it as an opportunity to fix all her mistakes, as well as stop her father from disappearing and her mother from chipping her, she takes it and moulds the world as she see's fit, unfortunately for a few of team Flash, that involved them getting shrunk, most notably Barry or Iris.
I have basic membership so only 2 options will fit and still allow for more characters. Sorry
