World War III happened. Humanity survived but technology had a set back.
The main weapon used was biological warfare but both sides used it so both sides suffered. Other weapons were also used so that all major cities were in ruins but less significant cities such as Topeka, Kansas; Boise, Idaho and Fargo, North Dakota still stood. However, still standing did not mean undamaged. The decrease in population was worldwide and many of the still standing buildings were abandoned. It became common for everyone to move to the suburbs and rural areas. There was no inner city anymore because there were so many nice houses available in the suburbs for free.
Electricity and running water was still available. Even the internet still worked although there was less entertainment because there were fewer people who could create entertainment. The world population only dropped to about 1.5 billion so plenty of people survived but globalization ended. Everyone retreated to their own region. Large nations broke up into smaller nations no bigger than Great Britain.
But the war continued. Even after the great super powers of the world broke apart, civil wars replaced the big war as regions fought to establish new borders. Even after the weapons of mass destruction were forgotten, people resorted to old fashioned rifles and helicopters. Even after the last people exposed to biological warfare had been cured, people resorted to old fashioned tortures such as the rack, stockade and cage.
