General wardrobe malfunction

Our story will begin with Rouge on her own mission. It isn't necessarily a stealth mission, but more like her exploring for curiosities sake. She's in her traditional jumpsuit and boots, with her cute makeup on her face! The setting is that she's on a rooftop in Mobotropolis at night, 2AM more specifically. She was curious at one specific building as she noticed many shady men were walking in and out of this sealed off building with many security guards.

"Well, my my my! I wonder what surprise self-gift I can find in here?" She said to herself in her head. She approaches a glass rooftop of the building and...
