Who saw Misty carrying Ash?

Was it... Jessie and Cassidy? A Team Rocket duo that has been trapped on the island for quite some time. Every time they tried to steal pokemon, the members of the island either took their pokemon back, or the pokemon was too volatile to keep for long.

So after hearing a lot of complaints from the older island inhabitants about the lack of men and seeing Misty bringing a man to a village, the two Team Rocket members planned on stealing Ash, enslaving him to their will, and then pimping him out for pokemon!

And yes, as soon as the two female rocket members agreed to the plan, both of them also planned on betraying the other, even planning on somehow using Ash to enslave their fellow rocket member!
