Luna's private chambers were far larger than most ponies knew. The main bedroom was easily larger than most ponies' houses by virtue of square feet, and the adjoining bathrooms, wardrobes, and studies made for quite the expansive quarters...as befitted a mare who was bot one of the high rulers of Equestria AND an immortal demigoddess of Night. But even that sprawling luxury was only what most ponies knew made up Luna's chambers: there were other parts, hidden behind secret doors, hidden switches, and a few magic portals that only Luna--and sometimes Celestia--knew of. They served as escape tunnels, shortcuts to other areas of the palace...and in one case, the site of the Royal Sisters' newest project.

Luna gave her sister a comforting nuzzle. "'Tis the point of Our little town here, after all. With the right time shurnken down, and the proper...motivation, we can bring any ne'er-do-well into line, and ease the burden on our dear subjects' society." She smirked, a little devilishly. "And have a bit of fun while we are at it, as well..."
Celestia chuckled, enjoying the younger alicorn's enthusiasm. "Now, now; we don't want to scare the poor devils too badly...so, this is the first town we'll deposit our little captives in, yes? A test run for the larger idea?"
Luna nodded. "Correct, 'Tia. Once we have the details handled, we can move on, create more of these little towns...and perhaps get young Twilight involved as well! But 'tis for the future, for now, we must find some suitable inmates. Perhaps...
