First, a little back story

"They did What?!!!"

"I assuming that you heard the news," a deep but feminine voice stated.

Federal elected human Comstack, Gorvener of the Sector C of the Outer rim was furious! The cagely politician has treated Vicas' independents with Indifference. Many of the planets of the Outer Rim, far from the center of Federation space, was either backwater outposts, border war planets, or contained mini-confederations. So an planet that decided to declare independence from the Federation was no skin off his nose. Vicas didn't have anything going for it, as it was was a human magority world.

""They declare indepence in a few months, and the first thing they do is invade another planet?" Comstack screamed.

"They prefer to call it pacifying." was the answer.

Maybell Ursa was Comstack counterpart in the inner-rim. Part human, and part Eldar, Maybell would had still considered an "alien." just a three thousand year ago. Humans has been in space for nearly five thousand years, and still have trouble with many of it sentient neighbors, as well of it's own kind.

"Well, you seem to know more about this than I do" Comstack commented. "So it's true that the Vicasians are not just conquered a pet world, but are turning part of it's citizenry as slaves."

"Yes" Maybell said. "It seem that the anthros of Fant has made a agreement with Vicas. Before you asked, I just recieve word that the Federation can't do anything. The Pet world Fant 2 is an independent world as well. "

"So it slaves to humankind then!"
