"Why not completely transform these kids into something else!?" Thought this mysterious magical being, "Maybe their new bodies will allow their new personalities to seep through!"

And transforming their entire families would also enhance this little spell. If it got to the point where they are no longer remembering their former lives, then they could never stop him!

And so, he casts the spell, and slowly, the spell made its way throughout this entire small town.
