Harry Potter cannot get in trouble, nor can he be punished. Anything Harry says is true, no matter how ridiculous. Unless he says otherwise, female students are required to not wear clothes. And if he allows it, they must wear whatever he says they can wear. Female students will feel pleasure from Harry staring at their naked bodies and also from obeying him. Sex in a classroom with Harry will be allowed, even during a lecture.
