Shizune had absolutely no intentions of ever freeing Naruto. Her and Tsunade had a lengthy discussion about him. Tsunade admitted that if she weren't letting any personal bias influence her decision, there would be no way she would nominate Naruto as her successor. He had many admirable qualities, and a few that were the mark of a good leader to boot, but he just did not have the social graces to lead an entire village.
Not to mention that he didn't really think things through when he wasn't on the battlefield. He was bound to make some sort of catastrophic mistake. They then went on to talk about how great of a hokage Sakura would make. She had the smarts, the skills and the political training required to lead Konoha into the future. Tsunade even admitted that she would rather name Sakura as her successor, but she just couldn't do that to Naruto.
That's when Shizune suggested they think of a way to get Naruto out of the picture (without hurting or killing him) and clear the way for Sakura. Tsunade suggested maybe sending Naruto out on a long-term mission, then she could make Sakura the hokage and just tell Naruto when he got back that she was tired of waiting. But Shizune pointed out that if Naruto got word that Sakura was going to be the hokage out on his mission, he would surely come back to the village and plead his case. And that's when this idea popped into Shizune's mind.
Shizune suggested to Tsunade that they simply turn Naruto into a slave. They could enslave him under the guise of punishment, and tell him it is only temporary so he wouldn't try to rebel. Tsunade absolutely loved the idea and told Shizune she could go ahead and enslave Naruto since it was her idea, and Shizune gladly accepted.
And now Shizune was Naruto's master. The only problem was that she didn't want to be his master forever. He was a little young for her taste. She would have her fun breaking his willpower, bending him to her will and crafting him into a submissive slave, but she wanted someone closer to her age to play with. And that's where Sakura came in. The girl didn't realize it right now, but she was going to become the hokage in about three months. Shizune would give Naruto to Sakura as a gift.
So Shizune would get to have her fun with a slave, she would ensure that the most qualified person took over as next hokage, and she would give a girl that was like a little sister to her a congratulatory gift that she could use for the rest of her life. It was a win win win situation for everyone except for Naruto. But what was good for Naruto didn't matter anymore. Naruto was simply a slave, and that was all he would ever be.
