While it was true that Sakura was more prepared to become Hokage than Naruto right now, the boy's charisma was unlikr any other. He could get anyone to like him, and that was what was going to make him into a Hokage that no one could ever match.
He just needed some refining before he took over, refining Shizune planned on forcing on him over the next three months.
For starters, he needed to learn to respect women more. It's not that he didn't respect them, but he always viewed them as glass dolls which needed to be protected. As a Hokage this idealogy could be troublesome. He needed to venerate and recognize kunoichis strength. If he didn't, he would end up making poor personnel selections when choosing who to send on missions.
His overall respect in general also needed work. He needed to learn to refer to people by their proper titles, needed to learn to keep his mouth shut and needed to learn not to be so brash.
She would drill all of this and more into him through having him serve her. Then, assuming he was an obedient slave, Shizune would free him after having her fun. She would also instill the habit of serving her into him of course, that way she could still have her fun when she wanted after freeing him.
If he failed to be an obedient slave and failed to demonstrate the attitude he needed to be a successful Hokage, then all the raw charisma in the world wouldn't be able to save him. There were technical skills that any Hokage would need. If he couldn't develoo them, then he would be her slave for the rest of his life.
"Come with me slave, there's so much to do!" Shizune ordered.
