The first to be converted with the most reprehensible vestiges of women. Their crimes clear, and universally reviled for their use of poisons, abuse of children and with no hope of release. A productive member of society was their redemption. But, as the size of their new endowments became obvious, it was clear they were going to be immobile, and almost permanently attached to milking machines.
A faint disgruntled objection came, that this was sexist. That even these creatures couldn't be so cruelly punished. But, as video of them were leaked. Their pleasure was clear, and the objections on grounds of cruelty fell aside. However, with the modern nanites, the modern problem of sex could be solved, too. Men could be converted into women, previously considered, and very occasionally used. It was offered to the male prisoners who would die behind bars.
A life, of endless tedium and routine, of the bliss of this new option. The release of the hormones seemed to erase all but the most stubborn vestiges of personality. Some men did volunteer, while others were volunteered.

Despite some resistance, it was offered as a treatment for those suffering from certain conditions, as a relief from the bland repetition that ensnared some beyond the power of therapy to assuage.
The former prisons converted to dairies, were expanded with some hospital wings being transformed into permanent 'palliative' treatment centres, even contributing to the expenses of running the other departments.
As it was now a rarity, the price sky rocketed. It was quite an appealing prospect for many institutions.
