Gandalf's actions are discussed at a council

The council was called a few weeks after the battle of Helm's Deep. Treebeard represented the ents, Aragorn represented Gondor, Theoden representing Rohan, Gandalf, of course, Legolas represented the elves and Gimli represented the dwarves. By now, Gandalf's actions had been revealed. He had talked to one living Uruk general, and convinced him to change his ways. The council took place in the halls of Edoras, after the victory at Helm's Deep, they had returned there. Theoden was currently running a population count to make sure everyone made it back.
"Your actions at Helm's Deep were not wise, Gandalf," said Legolas "I know that my father would not approve, and I doubt Lord Elrond would either."
"Do you not think the Uruks deserve a chance to change?" said Gandalf "Not too long ago, all of your people had a deep hatred for dwarves, and vice versa. The Uruk Hai are tools of Saruman, without him, they finally have a chance to think for themselves. I merely talked with their supposed leader, and he is moving to rally them now."
"Lord Theoden," shouted someone from the door. Theoden went to meet with them, before coming back.
"Anything important?" asked Aragorn
"The population count is finished," said Theoden "Only one woman is missing, Rayner, we believe she escaped into Fangorn Forest."
"The ents have not found her, I can ask them to look," said Treebeard, who was outside an open window because of he wouldn't fit in the palace. They heard him stand up and make his way out of Edoras.
