Tails was smart enough to know it was not safe to confront the bat without more information on what he just saw and if he left to get help he could potentially lose both woman so he decided it would be best to watch them from the shadows until they at least made a stop, once they do that he could go find help while also hoping to gain more knowledge on that ring Rouge had. Keeping close behind in the sky but out of sight Tails could tell that Amy was guiding Rouge to her apartment which would be reached in mere moments.
