Lights on nobody home.

When Rouge reached the Babylon Rogues flying base it was in a holding pattern circling Westopolis. When she landed she expected to have to deal with security, but there was nothing. the place was a mess and after around ten minutes Rouge concluded the Rogues weren't here. "where are they?"
