As it stands, girls can use chakra, but their chakra reserves manafest as fat. But boys can't use chakra at all, regardless of their size and weight.
Are they equals, but valued for their differing skills? Kunoichi would be the real powerhouses of the ninja world with their monopoly on chakra and therefore jutsus as well. But Shinobi would probably speciallize in infiltration and other stealth related feilds (because a powerful Kunoichi would be easily recognizable). (Speed is up in the air, while the Kunoichi would be "weighed down," their chakra would keep them easily mobile regardless of size, but not necessarily agile nor fast)
Or is the ninja world sexist? Kunoichi could easily be considered superior because of their chakra, allowing them to dominate the ninja world in terms of accomplishment and power if not necessarily in numbers. Meanwhile, Shinobi would, at best, be considered support for Kunoichi.
