All the big magic had been brought under control centuries ago, with the advent of the Age of Reason and Machines. But the small magics still existed. Tiny dragons and cosmetic magic and that sort of thing were available.
And temporary transformation was also available. For example, a healthy young woman like Katy could be shrunk down to six inches for a fortnight.
Which is where our story begins. As the party ends and all the guests went home, Katy stayed behind to give Steve his present.
