There's potions. She can pretty much do anything with her potions, so it can either be a conscious choice on her part or someone sabotages it, either on accident or on purpose. Then again, her potions do have an element of chaos to them, so it might not be anyone's fault.
Or there's Mara's talent with genetic manipulation. How else can she change rats into mini-ninjas? So Mara may have on Hild's orders to do something to Urd that won't harm her. So Mara's feelings for Urd wound up creating a virus of sorts that used Urd's connection to both Heaven and Hell to make the Half-Goddess into a veritable busty titan of sexiness!
Of course, either one can use used to spread the fun.
The first would need Urd to learn how duplicate the effect, which isn't that hard for her if she's determined.
The second scenario can either have Mara duplicating the virus for others or have the virus spread on its own and adapting itself to duplicate the effects for every other lady in Oh! My Goddess.
