The military may have found some method of forcing you out of a body, but they don't seem to have found a way to identify your hosts. As far as you can tell, your sole advantage in this fight is that you can hide yourself away from them, and in several places at once if need be. That being the case, the smartest thing to do would to try and spread yourself into military operatives, then use them to sabotage whatever progress the military is making. The question was, how would you go about doing it.The most straightforward idea you have is sneaking up to the base again and getting your goo body into the vicinity so you can slip in. However, there's no conceivable way they didn't beef up security in the aftermath of the accident, which meant there would be a higher chance of them stumbling across your host or your goo.
Alternatively, you're aware through Sienna and Jelena of El Rodeo, a dance bar that happens to be quite popular with military men. If you could take over a bartender or get close enough to some military guys, you could take them over that way and use them to infiltrate the base. Jelena's bandmates, all college students, could get you inside there easily enough...
