After getting away from those snobbish zoran suitors and her father who was pushing them on her, Ruto decided to go to hyrule castle. She'd be able to blend in with the castle town mobs and maybe get to the castle to visit Zelda.
She had never admitted it to anyone, but she had a sort of "strange" feeling toward the hyrulian princess, and wanted to see her to ask her what these feelings meant.
Ruto had always thought that these feelings were somehow related to Link, but over the seven years he was gone, those feelings began to fade. She now felt very similar, but stronger feelings for princess Zelda.
After finding her way to the castle entrance, getting through easily with her royal status, she proceeded to the courtyard, where Zelda still seems to spend a lot of her time.
Once she came in, Zelda immediately noticed her.
"I know why you're here." said Zelda ominously. Ruto looked surprised. "You do?" The zora asked.
