One more thing - About the vigilante group

As the Chaser is about to close the door, the director yells, "One more thing!"

"This vigilante group is unlike your typical group. They are sympathizers and nonviolent. Their motivation is to protect certain Hate speech criminals against the justice they deserve. They help them get out of the state." Explains the director, "They think Hate speech is not a crime."

"What's the rules of engagement, sir?" Asks the Chaser.

"Few people have any sympathy for these fanatics. You may fire if they flee after your resist. Do not shoot to kill, but -", answers the director. The Chaser understood that meant a kill would not be questioned.

The Chaser drove to The Brass Bass. He used to hate going to bars because of the thick cigarette smoke. That was no problem anymore with the new Ohio law banning smoking in all public places. He smirked thinking about the director's lack of respect for the ban in the police station.
