Toph just arrived in a totally unknown place, probably because of a spirit stuff or something that messed with space. Toph was blind but that was not really a handicap for her ... to the contrary, that was an advantage: she could "see" via vibrations of the ground which explained why she was always bare feet. Talking about bare feet, Toph had a secret: the only way she has to "see" caused her to have a foot fetish: she truly loved feet!
And no matter what was this new place, there was always a way to have "fun" with someone. She continued to walk with a grin on her face: she noticed everyone used sandals here!
Even better. After a moment she discovered a sandal store .. with a woman inside ... that woman was Tsunade and she was all alone, the perfect moment to "play" with her.
