Bill and Joe don't go to the party.

They can’t go to the party, since with this costume Bill is not even able to put on something and he can’t leave the house naked, for several reasons. It is cold outside and there might be also police having a problem seeing a young hot woman running around naked. Since Bill could barely convince his best buddy about his true identity that would not match with the police…
