A Planetary Puzzle

As Picard and Worf come onto the bridge the shimmering atmosphere of an Earth-like planet can be seen on the viewscreen.

"Report!" says Picard as he moves to Data's side, resting a hand on the chair back.

"Sensors detect no humanoid lifesigns," was Data's cool reply, "also no transporter signatures or weapons signatures have been detected."

"Reccomend sending down an away team sir!" suggests Commander Riker, coming to Picard's side.

"Affirmative!", replies Picard.

(does Picard send Riker down to the planet or does he try to go himself?)
