You pick a tool that looks like a bottle. On it spells `Ticklon.'

You turn it over and read the details:
Who or whatever you spray this on will become twenty times more ticklish than they usually should be. Beware, overspraying will result in making the victim pass out.

It seemed like quite an interesting formula. You decide to use it but where will you spray the Lugia?
