If you edit a static / image / interactive etc the item's overall modified date changes. However, if you edit a book entry, the overall book modified date does not change, just that entry's date.
For the purposes of novels / novellas certainly it would be useful for the overall date to change, as many authors put chapters on in segments, reworking them as you go. If someone changes just one word in a static its modified date is updated, but half a chapter could be added with the public being unawares.
Just a thought When books were used mainly for journals it probably wasn't much of an issue
